එච්.එම්.එස්.පි. හේරත් මහතා පුත්තලම දිස්ත්‍රික් මහ දිසාපති තනතුරෙහි (2022.04.05) පසුගියදා රාජකාරි ආරම්භ කළේය.

2000.02.15 දින ශ්‍රි ලංකා පරිපාලන සේවයට එක් වූ ඒ මහතා පදවි ශ්‍රි පුර සහකාර ප්‍රාදේශිය ලේකම්වරයා වශයෙන් වෘත්තීය ජීවිතය ආරම්භ කර තිබේ. අනතුරුව පුත්තලම දිස්ත්‍රික්කයේ වනාතවිල්ලුව, කල්පිටිය යන ප්‍රාදේශිය ලේකම් කොට්ඨාශයන් හි සහකාර ප්‍රාදේශිය ලේකම්වරයා ලෙසත් කල්පිටිය ප්‍රාදේශිය ලේකම්වරයා ලෙසත් රාජකාරි කිරීමෙන් පසුව වයඹ ධීවර අමාත්‍යාංශයේ සහකාර ලේකම් තනතුර හෙබවී ය.
එච්.එම්.එස්.පි. හේරත් මහතා, මහකුඹුක්කඩවල හා මාදම්පේ ප්‍රාදේශීය ලේකම් කොට්ඨාශයන් හි ප්‍රාදේශීය ලේකම්වරයා ලෙසත් රාජකාරි හොඹවා ඇත. මාදම්පේ ප්‍රාදේශීය ලේකම්වරයාව සිටිය දී කල්පිටිය වැඩබලන ප්‍රාදේශීය ලේකම්වරයා වුයේ ද ඒ මහතා ය.
2018.10.22 දින සිට පුත්තලම අතිරේක දිස්ත්‍රික් ලේකම් ලෙස පත්වන හේරත් මහතා වසර දෙකකට ආසන්න කාලයක් අතිරේක දිස්ත්‍රික් ලේකම් තනතුරෙහි රාජකාරි හොබවා තිබේ.
එච්.එම්.එස්.පි. හේරත් මහතා ශ්‍රි ලංකා පරිපාලන සේවයෙහි විශේෂ ශ්‍රේණියට උසස් වන්නේ 2019.07.01 දින දීය.
2020.05.21 දින උසස්වීම් ලැබ තඹතලාවෙන් නික්ම ගිය ඒ මහතා උතුරු මැද පළාත් සභාවෙහි ඉඩම් වාරිමාර්ග,ග්‍රාම සංවර්ධන,මාර්ග සංවර්ධන,නිවාස හා වනිතා කටයුතු අමාත්‍යාංශ ලේකම්වරයා වශයෙන් වසර දෙකකට ආසන්න කාලයක් කළ සේවයෙන් අනතුරුව පසුගිය දා පුත්තලම දිසාපති/ දිස්ත්‍රික් ලේකම් තනතුරෙහි රාජකාරි ආරම්භ කළා.
වසර විසිදෙකකට (22) අධික කාලයක රාජ්‍ය සේවයේ අද්දැකීම් සපිරි එච්.එම්.එස්.පි. හේරත් මහතා කැලණිය විශ්වවිද්‍යාලයේ භෞතීය විද්‍යා අංශයේ විද්‍යාවේදී උපාධිය හා ආර්ථික විද්‍යා ශ්‍රාස්ත්‍රපති උපාධිලාභියෙකු වන අතර හලාවත ආනන්ද ජාතික පාසලෙහි ආදි ශිෂ්‍යයෙකි.

திரு. எச்.எம்.எஸ்.பி ஹேரத் புத்தளம் மாவட்ட அரசாங்க அதிபராக (2022.04.05) அண்மையில் கடமைகளைப் பொறுப்பேற்றார்.
15.02.2000 இல் இலங்கை நிர்வாக சேவையில் இணைந்து கொண்ட இவர் பதவி ஸ்ரீ புர உதவி பிரதேச செயலாளராக தனது பணியை ஆரம்பித்தார். பின்னர் புத்தளம் மாவட்டத்தில் வனாத்தவில்லுவ மற்றும் கல்பிட்டி பிரதேச செயலகங்களின் உதவிப் பிரதேச செயலாளராகவும், கல்பிட்டி பிரதேச செயலகத்தின் பிரதேச செயலாளராகவும் கடமையாற்றினார். மேலும் மஹகும்புக்கடவல மற்றும் மாதம்பே பிரதேச செயலகங்களின் பிரதேச செயலாளராகவும் கடமையாற்றியுள்ளார். மாதம்பே பிரதேச செயலாளராக இருந்த போது, ​​கல்பிட்டி பிரதேச செயலாளராகவும் கடமையாற்றினார்.

22.10.2018 முதல் சுமார் இரண்டு வருடங்களாக மேலதிக மாவட்ட செயலாளராக நியமிக்கப்பட்டு பதவி வகித்து வந்த திரு. எச்.எம்.எஸ்.பி ஹேரத் அவர்கள் 01.07.2019 அன்று இலங்கை நிர்வாக சேவையின் விசேட தரத்திற்கு பதவி உயர்வு பெற்றார்.

ஏறக்குறைய இரண்டு வருடங்கள் காணி, நீர்ப்பாசனம், கிராம அபிவிருத்தி, வீதி அபிவிருத்தி, வீடமைப்பு மற்றும் மகளிர் விவகார அமைச்சின் செயலாளராக கடமையாற்றிய பின்னர் அண்மையில் புத்தளம் அரசாங்க அதிபர்/ மாவட்டச் செயலாளராக பதவி உயர்வு பெற்றுள்ளார்.

பொது நிர்வாக சேவையில் 22 ஆண்டுகளுக்கும் மேலான அனுபவமுள்ள திரு. எச்.எம்.எஸ்.பி. ஹேரத் களனிப் பல்கலைக்கழகத்தின் பௌதீகவியல் பிரிவில் விஞ்ஞானத்தில் இளங்கலை மற்றும் பொருளாதாரத்தில் முதுமாணிப் பட்டம் பெற்றவரும் மற்றும் சிலாபம் ஆனந்த தேசிய பாடசாலையின் பழைய மாணவரும் ஆவார்.

Mr. H.M.S.P Herath assumed duties as the Puttalam District Government Agent (2022.04.05) recently.
He joined the Sri Lanka Administrative Service on 15.02.2000 and started his career as the Assistant Divisional Secretary of Padavi Sri Pura. He later served as the Assistant Divisional Secretary of the Wanathawilluwa and Kalpitiya Divisional Secretariats in the Puttalam District and as the Divisional Secretary of the Kalpitiya Divisional Secretariat.

Mr. H.M.S.P Herath has also served as the Divisional Secretary of Mahakumbukkadawala and Madampe Divisional Secretariats. While serving Divisional Secretary at Madampe he was Acting Divisional Secretary of Kalpitiya.

Mr. Herath has been appointed as the Additional District Secretary of Puttalam from 22.10.2018 and has been holding the post of Additional District Secretary for nearly two years.

Mr. H.M.S.P Herath has been promoted to the Special Grade of the Sri Lanka Administrative Service on 01.07.2019.

He was promoted to the post of Government Agent / District Secretary, Puttalam recently after serving as the Secretary to the Ministry of Land, Irrigation, Rural Development, Road Development, Housing and Women's Affairs for nearly two years.

Mr.H.M.S.P Herath has Over 22 years of experience in the public service who holds a Bachelor of Science and a Masters Degree in Economics from the Department of Physics, University of Kelaniya and also an alumnus of Ananda National School, Chilaw.

Natural Resources

There are two kinds of Climates zones in the district. They are wet zone and dry zone.

The coconut triangular area within the Ma Oya and Deduru Oya boundary is identified as a suitable place for coconut cultivation.

The paddy is cultivated in the area adjacent to the water tank called Kottukachchi, Thabbowa, Thinipittiya, Karawitta, Kattupotha and Inginimittiya which were constructed during the rules of ancient kings.The area adjacent to Radavibandhi Ela and Neelabemma irrigation schemes have been renovated under the major irrigation management scheme and paddy is cultivated successfully.

Cashew cultivation is done in a large scale in Wanathawillu D.S. Division. The lime stones which is the raw material for cement manufacturing are available in Eluwankulam, Situates near to Vanathawillu division.

Aquatic resources such as variety of fish, leech and corals are available largely in sea area from Wennappuwa to Kalpity. The fishery industries are successfully carried out in the district. The soil of the area is suitable for vegetable cultivation also. It is one of the districts where salt are manufactured.

The prawn culture becomes very lucrative business. Large amount of foreign exchange are being earned as lagoon area of the district is suitable for prawn

Introduction
The administrative district of Puttalam, situates in the North Western province of Sri Lanka and surrounded on the North by Modaragam aru Bordering Mannar district, East by Kurunegala and Anurdhapura districts, South by ‘ Ma Oya’ boardering Gampaha district and West by Indian Ocean.

The district has a land area of 3013 square Kilo meters including inland water bodies and a coastal belt of 288 Kilo meters in length. Deduru Oya, Mee Oya, Battulu Oya and Rathambala Oya, which flow through the district, have contributed immensely for the prosperity of the district in various mean.

There are three identifiable climate zones in the district. These are wet zone within Ma Oya and Deduru Oya, an area of Deduru Oya to northern boarder of the district indicate dry and semi arid nature and an area with sand and sand dunes with significance of aridity in Kalpitiya Peninsular.
