දිට්වා සුළි කුණාටුව නිසා හානියට පත් වූ හලාවත මූලික රෝහලේ කටයුතු යථා තත්ත්වයට පත් කිරීමට අවශ්‍ය කටයුතු නිරීක්ෂණය කර කඩිනමින් ක්‍රියාවට නැගීමේ අරමුණින් සෞඛ්‍ය හා ජනමාධ්‍ය අමාත්‍ය වෛද්‍ය නලින්ද ජයතිස්ස මැතිතුමා පසුගියදා එහි විශේෂ චාරිකාවක නිරත විය. මෙම අවස්ථාවට පුත්තලම දිස්ත්‍රික් සම්බන්ධීකරණ කමිටුවේ සභාපති රාජ්‍ය පරිපාලන, පළාත් සභා හා පළාත් පාලන අමාත්‍ය මහාචාර්ය චන්දන අබේරත්න මහතා සහ දේශපාලන අධිකාරිය ද එක්ව සිටියහ. එහිදී රෝහල් ⁣අධ්‍යක්ෂවරයා ඇතුළු කාර්ය මණ්ඩලය විසින් රෝහලේ වර්තමාන තත්ත්වය අනාවරණය කළ අතර නැවත රෝහල යථා තත්ත්වයට පත් කිරීමේදී මුහුණදීමට සිදුව ඇති අභියෝග පිළිබඳව ද සාකච්ඡා කළේය. එමෙන්ම සෞඛ්‍ය හා ජනමාධ්‍ය අමාත්‍ය වෛද්‍ය නලින්ද ජයතිස්ස මහතා විසින් මේ වන විට රෝහලේ කටයුතු ක්‍රියාත්මක වන ආකාරය පිළිබඳව නිරීක්ෂණය කළ අතර රෝහල යථා තත්ත්වයට පත් කිරීමට අදාළ කටයුතු කඩිනම් කිරීම සඳහා සියලු පාර්ශ්වයෙන්ගේ සහාය ලබාදීමට අවශ්‍ය සම්බන්ධීකරණය සහ අවශ්‍ය උපදෙස් ලබා දෙන ලදී. තවද, හලාවත මූලික රෝහලේ කටයුතු අඩපණ වීම හේතුවෙන් පීඩාවට පත් වූ ජනයා වෙනුවෙන් කඩිනම් සෞඛ්‍ය සේවා ලබාදීමට රජය විසින් පියවර ගැනීමේ දී ජපන් ශ්‍රී ලංකා මිත්‍රශීලීත්වය පෙන්නුම් කරමින් මෙරටට පැමිණි ජපානයේ හදිසි ආපදා සහන විශේෂඥ වෛද්‍ය කණ්ඩායමේ විශේෂ සහයෝගය හිමි වන ලදී. මෙම ජපන් විශේෂඥ කණ්ඩායම සති දෙකක පමණ කාලයක් හලාවත පොලිස් ක්‍රීඩාංගණය තුළ විශේෂ ක්ෂේත්‍ර රෝහලක් ස්ථාපනය කර පවත්වා ගෙන ගියේය. මෙහි කටයුතු සොයා බලමින් එම ජපන් විශේෂඥ කණ්ඩායම වෙත කෘතවේදීත්වය පළ කිරීමටත් ප්‍රදේශයේ ජනයාගේ අවශ්‍යතා පිළිබඳව සොයා බැලීමත් අරමුණු කරගනිමින් අමාත්‍යවරු දෙපල එම ස්ථාන නිරීක්ෂණය කරන ලදී. මෙම අවස්ථාවට පුත්තලම දිස්ත්‍රික් පාර්ලිමේන්තු මන්ත්‍රීවරුන් වන අජිත් ගිහාන් ප්‍රනාන්දු, ගයාන් ජානක, සෞඛ්‍ය සේවා අධ්‍යක්ෂ ජනරාල් වෛද්‍ය අසේල ගුණවර්ධන යන මහත්වරු ඇතුළු නිලධාරීන් පිරිසක් සහභාගි වූහ. 

The Hon. Minister of Health and Mass Media, Dr. Nalinda Jayatissa, undertook an inspection visit to the Chilaw Base Hospital and the Emergency Disaster Relief Medical Camp conducted with the assistance of the Government of Japan. With the objective of closely observing the necessary measures required to restore the Chilaw Base Hospital, which sustained damages due to the Ditva cyclone, and to ensure the prompt implementation of recovery activities, the Hon. Minister of Health and Mass Media, Dr. Nalinda Jayatissa, paid a special visit to the hospital recently. On this occasion, the Chairman of the Puttalam District Coordinating Committee and Minister of Public Administration, Provincial Councils and Local Government, Professor Chandana Abeyratne, along with members of the political authority, were also present .During the visit, the Hospital Director and staff briefed the Minister on the current condition of the hospital and discussed the challenges encountered in the process of restoring it to normal operations. The Hon. Minister also inspected the manner in which hospital services are currently being carried out and provided necessary guidance and coordination, assuring the support of all relevant stakeholders to expedite the restoration process. Furthermore, as the temporary disruption of services at the Chilaw Base Hospital caused hardship to the public, the Government took steps to ensure the provision of prompt healthcare services. In this context, demonstrating the strong friendship between Japan and Sri Lanka, a special Emergency Disaster Relief Medical Team from Japan arrived in the country and extended their invaluable assistance. This Japanese specialist medical team established and operated a fully equipped field hospital at the Chilaw Police Grounds for a period of approximately two weeks. With the objectives of reviewing the ongoing operations, expressing gratitude to the Japanese medical team, and assessing the needs of the local community, the two Ministers conducted an inspection of the site. Members of Parliament from the Puttalam District, namely Ajith Gihan Fernando and Gayan Janaka, the Director General of Health Services, Dr. Asela Gunawardena, along with a group of officials, were also present on this occasion.

சுகாதாரம் மற்றும் ஊடக அமைச்சராகிய மதிப்பிற்குரிய டாக்டர் நலிந்த ஜயதிஸ்ஸ அவர்கள், ஹலாவத்த மைய வைத்தியசாலையையும் ஜப்பான் அரசின் ஆதரவுடன் நடத்தப்பட்ட அவசர பேரிடர் நிவாரண மருத்துவ முகாமையும் பார்வையிடும் ஆய்வு விஜயத்தை மேற்கொண்டார். டிட்வா சூறாவளி காரணமாக சேதமடைந்த ஹலாவத்த மைய வைத்தியசாலையை இயல்பு நிலைக்கு கொண்டு வர தேவையான நடவடிக்கைகளை ஆய்வு செய்து, அவற்றை விரைவாக நடைமுறைப்படுத்தும் நோக்கில், சுகாதாரம் மற்றும் ஊடக அமைச்சர் டாக்டர் நலிந்த ஜயதிஸ்ஸ அவர்கள் சமீபத்தில் அங்கு விசேட விஜயத்தை மேற்கொண்டார். இந்த நிகழ்வில், புத்தளம் மாவட்ட ஒருங்கிணைப்புக் குழுவின் தலைவர் மற்றும் பொது நிர்வாகம், மாகாண சபைகள் மற்றும் உள்ளூராட்சி அமைச்சராகிய பேராசிரியர் சந்தன அபேரத்ன அவர்கள் மற்றும் அரசியல் அதிகாரிகளும் கலந்து கொண்டனர். அந்த சந்தர்ப்பத்தில், வைத்தியசாலை பணிப்பாளர் உட்பட பணியாளர்கள் வைத்தியசாலையின் தற்போதைய நிலை குறித்து விளக்கமளித்ததுடன், அதனை மீண்டும் இயல்பு நிலைக்கு கொண்டு வருவதில் எதிர்கொள்ளப்படும் சவால்கள் குறித்தும் கலந்துரையாடினர். அமைச்சர் அவர்கள் தற்போதைய நிலையில் வைத்தியசாலை சேவைகள் எவ்வாறு முன்னெடுக்கப்படுகின்றன என்பதை நேரில் பார்வையிட்டதுடன், அவற்றை விரைவுபடுத்த தேவையான ஒருங்கிணைப்பு நடவடிக்கைகள் மற்றும் வழிகாட்டுதல்களையும் வழங்கி, அனைத்து தொடர்புடைய தரப்புகளின் ஒத்துழைப்பையும் உறுதி செய்தார்.

மேலும், ஹலாவத்த மைய வைத்தியசாலையின் சேவைகள் தற்காலிகமாக பாதிக்கப்பட்டதால் பொதுமக்கள் எதிர்கொண்ட அசௌகரியங்களை கருத்தில் கொண்டு, அரசாங்கம் விரைவான சுகாதார சேவைகளை வழங்க நடவடிக்கை எடுத்தது. இதன் ஒரு பகுதியாக, ஜப்பான்–இலங்கை நட்புறவை வெளிப்படுத்தும் வகையில், ஜப்பானிலிருந்து வந்த அவசர பேரிடர் நிவாரணத்தில் நிபுணத்துவம் பெற்ற வைத்திய குழு முக்கியமான ஆதரவை வழங்கியது. இந்த ஜப்பானிய நிபுணர் வைத்திய குழு, சுமார் இரண்டு வார காலத்திற்கு ஹலாவத்த காவல் துறை விளையாட்டு மைதானத்தில் முழுமையாக அமைக்கப்பட்ட ஒரு தற்காலிக கள வைத்தியசாலையை நிறுவி செயல்படுத்தியது. அந்த நடவடிக்கைகளை ஆய்வு செய்வதற்கும், ஜப்பானிய வைத்திய குழுவிற்கு நன்றியைத் தெரிவிப்பதற்கும், மேலும் பிரதேச மக்களின் தேவைகளை அறிந்து கொள்ளும் நோக்கிலும், இரு அமைச்சர்களும் அந்த இடத்தை பார்வையிட்டனர். இந்த நிகழ்வில், புத்தளம் மாவட்ட நாடாளுமன்ற உறுப்பினர்களான அஜித் கிஹான் பெர்னாண்டோ, கயான் ஜனக, சுகாதார சேவைகள் பணிப்பாளர் நாயகம் டாக்டர் அசேல குணவர்தன மற்றும் பல அரச அதிகாரிகள் கலந்து கொண்டனர்.
