2025 දෙසැම්බර් 26 වන දිනට ත්සුනාමි ව්‍යසනය සිදුව වර්ෂ 21ක් සපිරීම නිමිත්තෙන් පුත්තලම දිස්ත්‍රික් සුරක්ෂිතතා දින සැමරුම දෙසැම්බර් 26 දා දිස්ත්‍රික් ලේකම් කාර්යාල ශ්‍රවණාගාරයේදී අතිරේක දිස්ත්‍රික් ලේකම් (ඉඩම් ) චතුරක ජයසිංහ මහතාගේ ප්‍රධානත්වයෙන් පැවැත්විණි. මෙහිදී පෙරවරු 09. 26 ට විනාඩි දෙකක නිශ්ශබ්දතාවයක් ආරක්ෂා කරමින් ත්සුනාමි ව්‍යසනයෙන් දිවි අහිමි වූවන් සිහිපත් කළේය. අනතුරුව සුනාමී ව්‍යසනයෙන් දිවි අහිමි වූවන් සහ පසුගියදා ඇති වූ දිට්වා සුළි කුණාටුවෙන් දිවි අහිමි වූවන් සිහිපත් කරමින් ආගමික වතාවත් සිදුකර පුණ්‍යානුමෝදනා සිදු කළ අතර එහිදී බෞද්ධ ආගමික වතාවත් ශ්‍රී විසුද්ධාරාම විහාරාධිපති මහගම සුදස්සි ස්වාමින් වහන්සේ විසින් සිදුකළ සේක. එමෙන්ම ක්‍රිස්තියානි ආගමික වතාවත් දිලංක පියතුමා සිදුකළ අතර දිවාන් ශර්මා පූජකතුමා විසින් හින්දු ආගමික වතාවත් සිදු කළේය. අබ්දුල් රහුමන් මවුලවි තුමා විසින් මුස්ලිම් ආගමික වතාවත් සිදු කරන ලදී. මෙම අවස්ථාවට ප්‍රධාන ගණකාධිකාරී ඒ. එම්. ඩබ්ලිව්. කේ. ප්‍රසන්න මහතා, සහකාර දිස්ත්‍රික් ලේකම් නිමේෂා ජයපද්ම මහත්මිය ඇතුළු නිලධාරීන් සහභාගී වුහ. මෙම සුරක්ෂිතතා සැමරුම් වැඩසටහන සහකාර අධ්‍යක්ෂ වින්කමාණ්ඩර් ඩබ්ලිව්. එම්. ඩී. ට් බණ්ඩාර මහතාගේ අධීක්ෂණයෙන් ආපදා කළමනාකරණ සම්බන්ධීකරණ ඒකකය විසින් සංවිධානය කරන ලදී.

2004 ஆம் ஆண்டு ஏற்பட்ட சுனாமி பேரழிவு நிகழ்ந்து 21 ஆண்டுகள் நிறைவடைந்ததை முன்னிட்டு, புத்தளம் மாவட்ட தேசிய பாதுகாப்பு தின நிகழ்வு 2025 டிசம்பர் 26 ஆம் தேதி மாவட்ட செயலாளர் அலுவலகக் கேட்பரங்கில், மேலதிக மாவட்ட செயலாளர் (நிலங்கள்) திரு. சதுரக ஜயසිංஹ அவர்களின் தலைமையில் நடைபெற்றது. இதன் போது, காலை 09.26 மணிக்கு இரண்டு நிமிடங்கள் மௌன அஞ்சலி செலுத்தப்பட்டு, சுனாமி பேரழிவில் உயிரிழந்தவர்கள் நினைவுகூரப்பட்டனர். அதனைத் தொடர்ந்து, சுனாமி பேரழிவிலும் சமீபத்தில் ஏற்பட்ட “டிட்வா” சூறாவளியிலும் உயிரிழந்தவர்களை நினைவுகூர்ந்து மத வழிபாடுகள் நடத்தப்பட்டு, புண்ணிய அனுமோதனைகள் மேற்கொள்ளப்பட்டன. இந்நிகழ்வில் புத்த மத வழிபாடுகளை ஸ்ரீ விசுத்தாராம விகாராதிபதி மகாம சுதஸ்ஸி தேரர் நடத்தினார். மேலும், கிறிஸ்தவ மத வழிபாடுகளை திலங்க பிதா நடத்தினார். இந்து மத வழிபாடுகளை பூசாரி திவான் சர்மா அவர்கள் மேற்கொண்டார். இஸ்லாமிய மத வழிபாடுகளை மௌலவி அப்துல் ரஹ்மான் அவர்கள் நடத்தினார். இந்த நிகழ்வில் பிரதம கணக்காளர் திரு. ஏ. எம். டப்ளியூ. கே. பிரசன்ன, உதவி மாவட்ட செயலாளர் திருமதி நிமேஷா ஜயபத்ம உள்ளிட்ட பல அதிகாரிகள் கலந்து கொண்டனர். இந்த பாதுகாப்பு தின நினைவு நிகழ்ச்சி, உதவி இயக்குநர் விங்க் கமாண்டர் டப்ளியூ. எம். டீ. டி. பண்டார அவர்களின் மேற்பார்வையில், பேரிடர் முகாமைத்துவ ஒருங்கிணைப்பு அலகின் மூலம் ஏற்பாடு செய்யப்பட்டது.

In commemoration of the completion of 21 years since the tsunami disaster, the Puttalam District National Safety Day ceremony was held on 26 December 2025 at the District Secretariat Auditorium, under the patronage of the Additional District Secretary (Lands), Mr. Chathuraka Jayasinghe. At 9.26 a.m., a two-minute silence was observed in remembrance of those who lost their lives in the tsunami disaster. Subsequently, religious observances were conducted and merits were transferred in memory of those who perished in the tsunami disaster as well as those who lost their lives due to the recent Ditva Cyclone. On this occasion, Buddhist religious observances were conducted by the Chief Incumbent of Sri Visuddharama Viharaya, Venerable Mahagama Sudassi Thero. Christian religious observances were conducted by Father Dilanka, Hindu religious observances by Priest Divan Sharma, and Islamic religious observances by Maulavi Abdul Rahman. The event was attended by the Chief Accountant, Mr. A. M. W. K. Prasanna, Assistant District Secretary Ms. Nimesha Jayapadma, along with several other officials. This National Safety Day commemorative programme was organized by the Disaster Management Coordination Unit under the supervision of Assistant Director Wing Commander W. M. D. T. Bandara.

With regard to the relief assistance provided so far to those affected by the Ditwa cyclone situation in the Puttalam District, as well as the issues that have arisen, District Secretary Mr. Indika Silva expressed his views as follows:

“We are taking steps to ensure that all individuals who have been affected and are eligible to receive relief allowances are provided with the assistance granted by the Government. If an affected person who is eligible for relief has not received such assistance, the first step they should take is to submit an appeal to the Divisional Secretary. Accordingly, the necessary follow-up actions can be carried out. If, however, a person who is not eligible to receive the allowance has received it, a complaint may be lodged with the Divisional Secretary in this regard. Upon receipt of such complaints, appropriate legal action can be taken. In the provision of these relief services, no consideration whatsoever is given to ethnicity, social class, language, religion, caste, or any other factor. Genuine impact suffered is the sole criterion.”

டிட்வா சூறாவளி நிலைமையின் காரணமாக பாதிக்கப்பட்டவர்களுக்கு புத்தளம் மாவட்டத்தில் இதுவரை வழங்கப்பட்டுள்ள நிவாரணங்கள் மற்றும் அதனுடன் தொடர்புடையதாக உருவாகியுள்ள சிக்கல்கள் குறித்து மாவட்டச் செயலாளர் திரு. இந்திகா சில்வா அவர்கள் பின்வருமாறு கருத்து தெரிவித்தார்.

“பாதிக்கப்பட்டு நிவாரண உதவித்தொகை பெற தகுதியான அனைவருக்கும் அரசின் மூலம் வழங்கப்படும் நிவாரணங்களை வழங்குவதற்கான நடவடிக்கைகளை நாம் மேற்கொண்டு வருகின்றோம். பாதிக்கப்பட்டு நிவாரணம் பெற தகுதியுடைய ஒருவருக்கு நிவாரணம் வழங்கப்படவில்லை என்றால், அவர் முதலில் செய்ய வேண்டியது பிரதேச செயலாளரிடம் ‘முறையீடு’ ஒன்றை சமர்ப்பிப்பதே ஆகும். அதன்படி தேவையான தொடர்ச்சி நடவடிக்கைகளை மேற்கொள்ள முடியும். எவ்வாறாயினும், நிவாரணத் தொகை பெற தகுதி இல்லாத ஒருவருக்கு அந்தத் தொகை வழங்கப்பட்டிருந்தால், அது தொடர்பாக பிரதேச செயலாளரிடம் புகார் அளிக்க முடியும். அவ்வாறான புகார்கள் பெறப்பட்டால், அதற்கேற்ற சட்டரீதியான நடவடிக்கைகள் மேற்கொள்ளப்படும். இந்நிவாரண சேவைகள் வழங்கும் போது எந்த நேரத்திலும் இனம், வர்க்கம், மொழி, மதம், குலம் அல்லது வேறு எந்த காரணங்களும் கருத்தில் கொள்ளப்படுவதில்லை. உண்மையில் பாதிக்கப்பட்டுள்ளமை மட்டுமே ஒரே அளவுகோலாகும்.”
